Huruhisgutay 5: Mineral Resources Management And Mining in Eastern Visayas

Highlighting the mineral resources found in Eastern Visayas, the fifth episode of Hisgut Kalibungan talks about the extraction, utilization and management of minerals alongside the protection and restoration of mineral reserves from ecological destruction. In Huruhisgutay 5, the panelists underscore and bring to the surface issues and concerns that are related to the management of mineral resources and mining in Region 8. The panel also provides a set of recommendations to amplify efforts on responsible mining in Eastern Visayas and beyond.

LEAD DISCUSSANT AND PANELISTS

Engr. LEO VAN V. JUGUAN

Engr. Leo Van V. Juguan is a former Regional Director of the Mines and Geosciences Bureau in regions 8 and 6. He earned his Bachelor and Master’s degree in Mining Engineering from the Cebu Institute of Technology. His wide range of experiences as Mining Engineer, Mining Operations Officer and Mineral District Officer in various areas of the Visayas and beyond has made him one of the leading figures in the protection of the mineral resources of our country.

Prof. MARIA AURORA TERESITA W. TABADA

Prof. Maria Aurora Teresita W. Tabada is an Associate Professor who teaches graduate courses in development sociology and land administration management at the Institute for Strategic Research & Development Studies of the Visayas State University (VSU), Baybay City. She is also the current Head of VSU’s Gender Resource Center. As an anti-extractive mining advocate, her research interests include gender in development issues, extractive governance, climate impact and resilience. Prof. Tabada obtained her bachelor’s degree in Psychology from the Ateneo de Manila University and her master’s degree in Sociology from the University of San Carlos, Cebu City. She is currently pursuing a PhD in Sociology Program at the Ateneo de Manila University.

Mrs. MARIBEL BRAZIL-MUNSAYAC

Mrs. Marible Brazil-Munsayac is the Chief of the Clearance and Permitting Division of the Environmental Management Bureau Regional Office 8. She is a BS Biology graduate of UPV Tacloban College and holds a Master’s degree in Management from the Asian Development Foundation College, Tacloban City.

POLICY BRIEF

Huruhisgutay 5 focused on mineral resources management and mining in Region 8. The panel members outlined the following set of recommendations to help local authorities and stakeholders amplify efforts to promote and support responsible mining in Eastern Visayas:

  • Frame mineral resources management and conservation within the context of climate resilience.
  • Enhance public participation in the mining application process.
  • Review existing governance mechanisms and policies as well as the performance of ongoing and completed mining projects to develop appropriate responsible mining regulatory measures.
  • Ensure comprehensive and progressive rehabilitation of mined-out areas.
  • Adopt eco-friendly mining technologies and best practices in environmental management and mining operations.
  • Explore partnerships with concerned organizations in monitoring the operations and detrimental impact of mining projects.
  • Build the environmental protection and monitoring capacity of local communities in mining areas.
  • Strictly implement existing laws and policies regarding mineral resource management, utilization, and conservation.
