Ms. Lisa J. Paguntalan

Ms. Lisa J. Paguntalan is the Executive Director of the Philippine Biodiversity Conservation Foundation Inc. where she leads in the implementation of conservation programs that focus on threatened and endemic wildlife species and threatened habitats in the Philippines. In addition, Ms. Paguntalan is currently a member of the Hornbill Species Specialists Group of the International Union for the Conservation of Nature. She is also the country’s representative to the South East Asian Bat Conservation Research Unit and a member of the technical working group of the Philippine Red List Committee. Ms. Paguntalan’s extensive field researches around the country have led to the re-discovery of species that were thought to be extinct and the discovery of new species as well. Her wider interests include wildlife population monitoring, community-based conservation education and mainstreaming biodiversity in the government’s development agenda.

Dr. Richard B. Parilla

Dr. Richard B. Parilla is an Associate Professor and the Program Coordinator of the MS Environmental Science Program of the Division of Natural Sciences and Mathematics of UP Visayas Tacloban College. His research interests include biodiversity conservation, natural and biological resources management, protected area management as well as environmental impact assessments. He is currently the principal investigator of an in-house project ‘Habitat assessment and population survey of Philippine Tarsier in the forested areas in Tacloban City, Leyte.’

Mrs. Ingelina Almaden Lantajo

Mrs. Ingelina Almaden Lantajo Mrs. Ingelina Almaden Lantajo is a Development Management Officer of the Conservation and Development Division of the Department of Environment and Natural Resources Regional Office 8. Mrs. Lantajo has also been designated as Officer-in-Charge of the Protected Area Management and Biodiversity Conservation Section and concurrently serves as the Regional Focal Person of the Wildlife Protection and Conservation Program. She is also the focal person or team leader of the Regional Cave Assessment Team in Eastern Visayas.

Ms. Racelle R. Rescordado

Ms. Racelle R. Rescordado is a Community Facilitator and Research Assistant of the Guiuan Development Foundation, Inc. (GDFI). At the same time, Ms. Rescordado serves as GDFI’s focal person and secretariat to the Alliance of Seven Municipalities for Integrated Coastal Zone Management (A7 for ICZM), which aims to implement ecosystem-based approaches for the sustainable development of coastal resources and communities. She currently represents the Philippines as an ASEAN Youth Biodiversity Leader to the Global Youth Biodiversity Network Southeast Asia. In her line of work, Ms. Rescordado has been involved in a number of research and community development projects on coastal resource management and biodiversity conservation in Eastern Samar and Leyte.

POLICY BRIEF

The fourth episode of Hisgut Kalibungan focused on the challenges affecting the conservation and management of wildlife resources in Eastern Visayas and beyond. Wildlife experts and biodiversity conservation workers outlined the following set of recommendations to help local authorities and stakeholders protect and enhance wild plant and animal populations and their natural habitat for purposes of sustainable development:

  • Conduct more studies on wildlife habitat, ecology, and taxonomy to update existing information and to establish baseline information on poorly known areas of high biodiversity concentration in Eastern Visayas and other parts of the country.
  • Explore alternative biodiversity conservation and management measures like expanding existing Marine Protected Areas to include landscapes, and developing locally managed conservation areas.
  • Provide alternative or complementary biodiversity-friendly livelihood opportunities for forest product-dependent communities.
  • Strictly implement existing laws regarding wildlife conservation and management.
  • Intensify participatory and community-based approaches to wildlife conservation and management.
  • Build the people’s biodiversity assessment and monitoring capacity and enhance their level of awareness of existing wildlife and environmental laws.
