Huruhisgutay 2: Pangisdaan ha Sinirangan Bisayas (Fisheries Production in Eastern Visayas) focuses on environmental issues and concerns affecting the production of marine and freshwater fishery commodities in Region 8. Panelists describe the current state of fisheries production in Eastern Visayas and how it affects the livelihood and food security of local communities in Eastern Visayas. The discussion includes unsustainable fishing practices that affect fisheries production as well as local efforts to reverse fish stock depletion.

LEAD DISCUSSANT AND PANELISTS

Dr. Nancy Acedillo-Dayap

Dr. Nancy A. Dayap is a highly experienced environmental scientist who served as Manager and Senior Aquaculturist, among others, at the Department of Agriculture and the Bureau of Fisheries and Aquatic Resources Regional Office 8. She earned her PhD in Environmental Science, with Marine Science as cognate, from UP Los Baños, and has published and presented resource materials in environmental science and fisheries. At present she is a Senior Lecturer in the MS Environmental Science Program of UP Visayas Tacloban College.

Prof. Margarita T. de la Cruz

Prof. Margarita T. de la Cruz is the Founding Executive Director of the Guiuan Development Foundation, Inc. A former Dean of UP Visayas Tacloban College, she is a leading and multi-awarded marine conservation in Region 8 whose work includes the establishment of people’s organizations with a strong sense of commitment and responsibility in preserving the region’s marine resources. She served as lead discussant in Huruhisgutay 1, the pilot episode of Hisgut Kalibungan released on 27 November 2020.

Dr. Norberto T. Berida

Dr. Norberto T. Berida is the Regional Director of the Bureau of Fisheries and Aquatic Resources Regional Office VIII. A native of Burauen, Leyte, he earned his Master’s in Fisheries Technology and Doctor of Rural Management degrees from the Iloilo State College of Fisheries. His leadership role in the implementation of various programs, policies and projects geared towards helping fisherfolk has made him a leading figure in the protection and conservation of fisheries and aquatic resources in Region 8.

Mrs. Nonita S. Cabacaba

Mrs. Nonita S. Cabacaba is an aquaculture expert and multi-awarded researcher who is currently the Chief Science Research Specialist of the National Fisheries Research and Development Institute - Marine Fisheries Research and Development Center. She also heads the Guiuan Marine Fisheries Development Center, one of the Technology Outreach Stations of the Bureau of Fisheries and Aquatic Resources Regional Office 8. She earned a Master of Science in Aquaculture degree from the Pangasinan State University and a Bachelor of Science in Fisheries degree from the University of the Philippines Diliman.

POLICY BRIEF

Environmentalists and fisheries professionals discussed and analyzed the current state of fisheries production in Region 8 during the second episode of Hisgut Kalibungan. The following recommendations were put forward to achieve sustainable fisheries in Eastern Visayas and the rest of the country:

  • Formulate and implement science-based plans, programs, projects, and policies for the enhancement, conservation, and management of fisheries resources.
  • Reconcile and harmonize data and data collection methods to provide timely and accurate information on total fisheries production.
  • Strengthen coordination within and among local government agencies (LGAs) to harmonize project and program development and improve implementation.
  • Adopt evidence-based regulatory measures in the country to boost total fisheries production.
  • Improve the management systems of fishery refuge, sanctuaries, and marine protected areas (MPAs).
  • Improve municipal fishers’ access to basic services.
  • Educate the community, local government units (LGUs), and other stakeholders about current initiatives for sustainable fisheries.
  • Strictly implement existing policies on fisheries by strengthening and capacitating local enforcement teams.
