Huruhisgutay 7: Sustainable Tourism In Eastern Visayas

The final episode of Hisgut Kalibungan entitled “Huruhisgutay 7: Sustainable Tourism in Eastern Visayas” underscores the importance of promoting and implementing sustainable tourism in the region. In this episode, panelists discuss and analyze the challenges and opportunities in pursuing responsible tourism in the regional setting and at the national level.  Huruhisgutay 7 sets out recommendations that seek to address the detrimental impacts of irresponsible tourism practices to the people, planet and economy and to amplify efforts in promoting sustainable tourism in Region 8 and beyond.

Ms. Eylla Laire M. Gutierrez

Ms. Eylla Laire M. Gutierrez is a Development Consultant and Research Manager of the Dr. Andrew L. Tan Center for Tourism of the Asian Institute of Management (AIM). She is also a Senior Consultant at Warwick & Rogers as well as serves as the Sustainable Tourism Specialist of the Masungi Geo-reserve Foundation Inc.. Prior to this, Ms. Gutierrez served as an intern at the National Green Growth Policy and Green Local and Regional Economic Development under the Green Economic Development at the Deutsche GIZ at the Fleishman-Hillard (FH) Manila, and at the Konrad Adenauer Stiftung (KAS) Philippines. Ms. Gutierrez completed her MA in Development Policy as a KAS scholar and graduated as a BA International Studies major in European Studies (Magna Cum Laude) at the De La Salle University, Philippines.

Dir. Karina Rosa S. Tiopes, CESO III

Dir. Karina Rosa S. Tiopes is the incumbent Regional Director of the Department of Tourism (DOT) of Eastern Visayas. She earned a Master’s degree in Business Administration from the Philippine School of Business Management. Aside from serving as DOT Regional Director, Dir. Tiopes serves, among others, as the Chairperson of the Eastern Visayas Regional Development Council—Economic Development Committee; Chairperson of the Eastern Visayas Regional Eco-Tourism Committee; Chairperson of the RDC Technical Working Group on the San Juanico Strait Development Area and a lot more.

Mrs. Marissa N. Solite

Mrs. Marissa N. Solite is a graduate of the Development Academy of the Philippines in the area of Rural Development. She earned her Master’s degree in Management from the Leyte Normal University and her Bachelor of Science in Biology degree from UP Visayas Tacloban College. Mrs. Solite currently serves as the OIC Chief of the Conservation and Development Division of the Department of Environment and Natural Resources Regional Office 8. Her stint of 32 years with the said agency has enabled her to get involved in matters related to protected area establishment and management.

Dr. Solomon D. Faller, Jr.

Dr. Solomon D. Faller, Jr. currently serves as the Dean of the College of Management of the Leyte Normal University. He holds a Doctoral degree in Management and a Master of Management degree from the same University. Dean Faller’s fields of specialization and fields of interest include Human Resource Management, Social Development and Gender, Community Organizing and Community Development, Education, Communication and Advocacy, Design and Delivery of Competency-Based Assessment and Workplace Training, Enterprise Development, Finance and a lot more. He has likewise authored or co-authored numerous scholarly papers in internationally-refereed academic journals which are related to his field of specialization as well as served as Reviewer of various management-related scholarly manuscripts.

POLICY BRIEF

Huruhisgutay 7 highlighted experiences in advancing sustainable tourism in Region 8 and other parts of the country. In response to the call for the promotion and implementation of sustainable tourism, environmental conservation, and sustainable development, the following recommendations were derived from the discussion in this last episode of the Hisgut Kalibungan series:

  • Strictly implement existing policies on sustainable tourism and environmental conservation.
  • Enhance proper waste management.
  • Implement a sustainable purchasing policy.
  • Adopt best practices in
    environmental conservation and sustainable tourism.
  • Ensure proper coordination and collaboration between and among the local government units (LGUs), line government agencies (LGAs), stakeholders, and the host community in planning for and implementing sustainable tourism initiatives.
  • Conduct relevant studies that will guide policymakers and implementers in the proper management and development of tourism sites.
  • Build the capacity of host communities especially in tourism and tourism-related livelihood management and environmental conservation.
  • Maximize the utility of online platforms like social media to amplify efforts to promote sustainable tourism and boost local tourism activities especially during the pandemic
