Huruhisgutay 3: Climate Proofing and Resilience

Huruhisgutay 3: Climate Proofing and Resilience focuses on climate proofing as a tool in mainstreaming climate change adaptation and disaster risk reduction (CCA-DRR) in local resource development especially in coastal areas. In this episode of the Hisgut Kalibungan series, the panelists talk about some examples of climate proofing initiatives in the region. Most importantly, the episode puts forward recommendations to enhance local disaster preparedness and to build and expand resilient communities and ecosystems in Eastern Visayas.

LEAD DISCUSSANT AND PANELISTS

Dr. Eulito V. Casas, Jr.

Dr. Eulito V. Casas, Jr. is currently the Chairperson of the Division of Natural Sciences and Mathematics of UP Visayas Tacloban College. He earned his PhD in Environmental Science from UP Los Baños. Listed as one of the resiliency experts of the UP System, he is a recipient of the “One UP Professional Chair Award in Research and Public Service” for 2019-2021. His research interests and advocacy are in the areas of biodiversity conservation, water governance, and resilience.

Mr. Jay-ar O. Ragub

Mr. Jay-ar O. Ragub is a certified environmental planner specializing in Geographic Information Systems or GIS as well as remote sensing, local land use and physical planning, environment and natural resources management and public resource management. His publications include: 1) A Practical Guide on the Preparation of Local Climate Change Data; 2) Risk Maps for the Support of Reconstruction After Typhoon Haiyan in the Philippines; and 3) Fractal Dimension and Patchiness in Hinabian-Lawigan Watershed, Southern Leyte, Philippines. He is currently a Senior Economic Development Specialist at the National Development Authority Region VIII.

Mr. Erwin P. Husmalaga

Mr. Erwin P. Husmalaga currently serves as the Head of the Partnership Development and Management Unit of the Climate Change Commission. He is an alumnus of the Polytechnic University of the Philippines and is currently pursuing his Master in Communication degree in the same university. As an Information Officer, he has consistently dedicated his expertise and wealth of professional experiences with the Climate Change Commission for the past eleven years and continues to handle public and media relations, social media management, knowledge product development, and capacity building activities for youth organizations, local government units, higher education institutions, and national government agencies.

POLICY BRIEF

In Huruhisgutay 3, environmentalists and development planners discussed the challenges in mainstreaming climate proofing strategies in local resource development especially in coastal areas. They presented the following set of recommendations to enhance disaster preparedness and build resilient communities and ecosystems in Region 8 and beyond.

  • Explore convergences among local government units (LGUs), line government agencies (LGAs), academe, and other stakeholders.
  • Ensure vertical integration and horizontal coordination of regional and national goals and targets on climate resilience in local development planning, programming, and budgeting.
  • Develop more specific climate change adaptation and mitigation strategies for each sector.
  • Localize strategies and aim for specific and targeted impacts.
  • Employ community-based and participatory approaches in addressing climate change vulnerability and disaster risks.
  • Develop the capacity of academic institutions to help national government agencies assist LGUs in mainstreaming climate proofing in local resource planning development.
  • Establish a focal unit that will cater to CCA-DRR needs and concerns at the local and regional level.
  • Review and update existing Local Climate Change Action Plans (LCCAPs) and other policies related to climate change adaptation and mitigation.
  • Intensify education, information, and communication campaigns among the local community to enhance their awareness of climate change, its impacts, and strategies for building climate-resilient communities.
